It's simple corporate strategy:
You keep one guy around that nobody likes. When annual review time comes around, you can use him to keep your averages in line while giving everybody else high ratings. You don’t fire the guy unless downsizing is mandatory; then he’s the first to go and you figure out a new scapegoat.
It makes management’s life easier at the expense of, well, everybody else.

So far, Downey's on a 12-13 point pace.
I’d guess he’ll end higher than that still, but it’s certainly a better start for UT than what they allowed against a certain other guard.
Somewhere I saw a lede that said that a team meeting helped sort things out.
So far, that sentiment seems to be holding up.
