The article also notes that the money goes to "the university", which I assume means not the athletic department. If so, this is a good move. It's not a lot of money, but UT (like most schools) can use all they can get their hands on right now. Remember kids, the AD is funded independently of the university (and not by state funds); this is a good PR move by them.
